I really need to look at building one on a Form 1 . . . you buy the parts first and then submit? Or submit and then buy?

You cannot have all of the parts to assemble an SBR before you submit, because you would technically be in possession of an un-registered SBR. You could build it as a pistol (no stock) and then just add the stock when you get your approved Form 1 back.

Ahh . . . I thought you built a suppressor on a Form 1 . . .

Form 1 is for you to "manufacture" an SBR or a suppressor. For an SBR the above info is correct. For a form 1 suppressor you can buy everything, just don't drill anything out until you have the approved form 1 (running about 3 weeks right now). Once it's approved you can bore/clip yourself or you can have an SOT do it for you.
