I've owned at least 10 kahr cm9's and never had one that wouldn't chamber a round by slingshoting the slide.but carrying an unloaded gun is no better than carrying no gun at all

If you have large pockets then a Ruger LC9 should work well and be within the price range. It has a safety which is easier to disengage than engage so that you don't accidentally apply it during firing but still large enough to be functional. It also has a loaded chamber indicator. The only thing that I don't care for is the magazine disconnect. You should be able to pick one up for less than $350 locally.

Under $400 and no revolvers doesn't leave you much wiggle room. KelTecs suck, so they're out. Maybe you can pick up a used Ruger LCP or S&W Bodyguard 380.

I don't agree with Kel-Tec's suck i had a PF9 that shot perfect and a .380 thet shoots perfectly, Kel=Tec did have some guns that sucked that was some time ago P-11 comes to mind, i also have a pmr30 and SU16C that are awesome guns,

I don't agreed that Keltecs suck either. I've owned just about all of the pocket .380's and the Keltec P3AT was as reliable as any other, except for the Sig. Fit and finish isn't great, but they're OK for their intended use. I got out of the .380 business a while back, but still have a Keltec P32 that is always with me, even when I am carrying a larger gun. I also keep an S&W 642 handy around the house. Up close and personal, a 32 bullet up the nose will get most people's attention.

I normally have my P97DC on my hip and I just don't like the weight of it hanging off my belt and bumping it against the mower or tree branches and what not. I just want something I can slip in my pocket and still have some protection with me.
