Even as a cyclist this pisses me off too, if there's a bike path. But if there isn't one I'll try to take alternative routes as much as I can, cutting through parking lots etc.
Actually against the law per Oklahoma statute to ride more than two abreast. Per oklahoma statute. §47-11-1205. http://www.oklegislature.gov/osStatuesTitle.html
Those concerned about it, inform the police dispatcher when you see it and help the city generate some income.
