Definitely shouldn't be shooting that bad. Double check your scope base and also try some 168s. If you don't feel like loading grab a box of federal smks from academy. Something sure isn't right though, and I really don't think it's the bullet.

I don't see how the base rings and scope effects grouping

If the bases are loose on the rifle or the rings are loose on the bases or both then the scope will
not hold zero..

That bell and carlson stock may need some material removed inside the action area for the action to set solid in the stock
it needs to be checked, also when you tighten the bedding screws, tighten the front one first, torqued to
about 40 inch pounds then the back to about 20 inch pounds.
Also check for free float barrel, if it is touching the stock anywhere groups could be bad.
If the above doesn't help groups then do take it to Steve Baldwin he's one of the best around.

If you've tried different ammo, next in line (for me) would be to re-check scope base and rings. If it's still doing it, I'd try shooting with a different scope attached.

If that fails, send it off
