Question for FFLs.

"Oklahoma Self-Defense Act licenses issued between May 16, 1996 and November 30, 1998 qualify as an alternative to conducting a Brady Act check when purchasing a weapon."

Why is this, and how would it be determined?

Has anyone ever done this?

IIRC, that was in the early days as NICS was being created. When the background checks first started, the FFL had to call the PD of the city of the applicants address and they had to check the background of the applicant and either approve or deny the transfer.

Some states allowed a state issued CCW to take the place of the background check.

There are quite a few states that have this exemption. Alabama just announced that their AG was able to get a waiver for AL residents who possessed a valid handgun license there (subject to a timeframe), based on the fact that your background had already been checked and you were eligible to carry, so why not to buy? See the article below. There are apparently 24 such agreements in place with various states. Sounds like ours needs its timeframe updated. Sounds like someone needs to write to Scott Pruitt.

I wonder if any group is pursuing this for Oklahoma. It seems it would remove a lot of hassle in various directions and help unload the system. Not much different than showing your ID to purchase cigarettes or alcohol.

My first ccl was like this. I could go into Outdoor America Store, show them my license and leave with a gun. Over time it stopped for some reason.

Yes. Don't recall the bill # off the top of my head but OK2A is pursuing this with the lowering of fees bill for SDA license. If you have an Oklahoma Carry License no NICS would be necessary when purchasing from FFL because it has already been completed by OSBI. The trade off will be ATF will only go along with it if the licenses are for 5 years or less.
