In DC, that's pretty easy to do. Gun and ammunition laws in DC are horribly f'd up.
My son came to me about a half hour ago with the same question. He was looking at the Yahoo! News report, which said:

Even our local news hypes the number of weapons and rounds of ammo someone has when they get arrested. They act like it's an outrageous and illegal amount of weaponry for a civilian to own (which it's not, unless they're a felon).

I try not to buy into conspiracy theories but I'm sick and tired of democrats (and the few republicans) pushing for gun control and conveniently having incidents magically appear to fan their flames of more gun control.
