It is really about limiting and eliminating the potential options of firearms in their own state. They know that a lot of companies are not going to do this so it means less available sales

the mechanism in the gun to do the microstamping would probably be more that the mechanism to fire the cartridge.
You'd have a cartridge case stamping device that also serves as a gun.

As stated above, the goal has to be to just make it too onerous for gun manufacturers to bother selling there.
