Portland ( and surrounding), Salem and Eugene have a much different response to what is right and wrong than most of the rest of the state. This is why Antifa does not visit places like Roseburg, Medford and John Day...

I believe in Oklahoma if you purposely damage a vehicle it can be a felony but not positive on that.I know a man who had a crazy ex wife that bashed his winshield in and she was charged with felony vandalism.

But to answer the question, yes, the victim's response was justified, appropriate & restrained. From what I gathered from reading the article though, he intentionally entered into a dangerous, lawless area. Yes. He had to draw. Completely justified. But he will face crippling legal fees now.
