I have a very similar rifle in .308; it's an older model 10 that now wears a B&C stock. I'm running a 20 moa rail with a Vortex PST II 3-15, and I have no trouble getting a 100 yard zero. I'm no optics specialist, but I think your scope will have a lot to do with your answer.

I suspect most scopes with 30mm or larger tubes will be fine at 100 with 20 moa; a 1" tube might possibly give you trouble.

Depending on rifle chambering, reticle, and scope adjustment, chances are you can shoot a little beyond 1000 yards without a 20moa rail. My son does it with his 260 rem. If you're going to be shooting 500 and less you don't need a 20moa rail.

Zero your rifle at 100 yards. There is less chance of zero error in this rather than 200 yards. The math is easier to work as well. Learn your scope and ballistic data, that way you can dial or hold over (using reticle) for zero at any given distance. With a 100 yard zero, chances are everything is "up" from 0 yards to whatever.

It's easy to memorize:
200 - 0.3
300 - 0.9
400 - 1.5
500 - 2.1
600 - 2.8
700 - 3.6
800 - 4.5
etc.

I have 2 rifles with a 20moa base and have not had issues with a 100 yard zero although one scope was about 1/2moa from being bottomed out with a 100 yard zero. This was fine with me because the scope didn't have a zero stop which made it easy to come back to zero. As far as I know none of my shooting buddies who shoot long range rifles have ever had issues with a 100 yard zero using a 20moa base. All of us are shooting scopes with either 30, 34, or 35mm tubes.

Sorry, I can't help you with regards to an EGW base for your Savage.
