Depending on if you will heat it randomly or full time. Full time propane, nat gas and diesel it will be a rain forest in that concrete building. I suggest wood or electric. Wood or electric not an option, kerosene would be next. Monitor oxygen levels and such if non vented. My main shop is 1400 sq ft, metal with metal frame and spray foamed with closed cell extra thick. I have something I need to do I will preheat it with kerosene forced heat to knock down the chill for about 15 minutes, then go to a 40k watt 240v electrical fan forced. But I am going to a Pellet Stove a fellow member here hawked to me recently. My shop has been to -13 and several days below freezing for 24 hours, never a frozen anything. Paint, water in sprayers, varying chemicals etc etc. On the 8k diesel, I know a few gents who have them in their Race Car Trailers and two in their RVs. They’ve no issues that I have heard. I would highly suggest several carbon monoxide and fire detectors if one is used and sleeping is involved. Also just a couple would suffice in a shop.
