Reduce neck diameter incrementally with 35, 32, and/or 30 cal to transition to .284. Whatever works for you. No pleats ,please.
Forming Waters brass from 30-30 requires a fire-forming step which pushes the existing shoulder forward, increasing case capacity.

I had a 14" 7-30 Waters Contender barrel that I used once in awhile competing in IHMSA silhouette matches.

All I ever did was run the 30-30 brass through the RCBS 7-30 sizing die......loaded my regular load and fired which would then fire form the brass.

People will say that while fire forming the round is not as accurate or has a different POI than it does after fire forming but I've actually shot perfect scores (40x40) several times while fire forming 7-30 Waters, 6.5mmTCU and 7mmTCU brass.
