It's not "implying" anything per se, but it does have some errors in it. In England, they fail to tell you that the "gun" violence in Manchester had risen so high it was called "Gunchester" until just a couple years ago when the gang violence started to drop. http://news.sky.com/story/848534/cops-crime-drop-signals-end-for-gunchester
I don't recall where exactly I heard it but somebody told me at one point the shootouts were so common they increased the "armed response unit" to the point that one in every three cops wears a sidearm.
Is it just a fluke that Manchester had so many problems with "guns"?
