I like removing CLEO fir individuals, I do not like the passport photos and fingerprint cards with every new transfer. Seems like a setback for the trust route all in all to me.

I'm not sure what the CLEO notification is supposed to accomplish.

It weakened the trust pathway significantly, but for some reason strengthened the individual pathway. In terms of cleo notification, nothing, you no longer need a sign off, just notification. What that actually means is anyone's guess right now.

Agreed. Sucks for trust holders, but easier for everyone else.
