Reading this thread got me interested the actual ATF legalities of manufacturing. I don't intend to manufacture anything but I do intend to do gunsmithing in the near future. So I called the ATF to ask where this situation stands. A nice lady named Stephanie gave me some details. The three FFLs the cover various manufacturing are the 06, 07 & 10. Manufacturing of firearms, powder ammo...and the possible importing of same. Frankly if you read what these three FFLs cover you'll likely get the same headache I got. If your business falls into one of these FFL manufacturer categories you'll also have to register with ITAR...and yes it is a $2,250/year deal. To be a gunsmith you need an ATF 01 FFL and it has nothing to do with ITAR. the 01 FFL is the basic gun seller FFL. Gunsmithing is not just fixing guns it is also customization and modification. The ATF (Stephanie anyway) does not consider threading a barrel to be manufacturing. No I didn't get this in writing but I don't feel I need too. If I had my shop fully set up to take gunsmithing business I would not hesitate at all to thread an AR barrel. So, just some info. Hope it helps.
