[Oklahoma Department of Human Services officials estimate reforms to the agency's child welfare operations will cost $150 million a year once all the improvements are in place.

This is a settlement to stay out of court. Cover ups aren't cheap and now everyone will pay for the actions of DHS and other "trusted entities". It will not bring back any of the children who have died or fix the many families destroyed, but hey a lot of officials will not be embarrassed or go to prison.
