From what I've heard, neither the White House nor Congress expected or wanted him to resign.  Petraeus, however, felt like he let the president, the CIA, his family, and the country down.  At least he has enough honor (after getting caught) to step down.  It has nothing to do with Libya or any other strategic  engagement--just one man's personal failings.</p></blockquote><p></p>
