Wait just a minute.They will arrest this guy but if a wife has been beaten by a spouse in the past and years later this spouse threatens to beat her again there is nothing the police can do until he actually beats her.And 99% of the time she can't get a restraining order. Same goes for many other things ..many of us have been told by the po po there is nothing they can do until the crime is committed.So what is happening here?Rules changed somehow?
