I would prefer to rule as part of a Cabal.. Shared leadership spreads out the targets... It would depend on who I could rule with. Have to be of the same mind set, probably a short set of rules with lots of lattitude in administering them. No supreme court to appeal to, decisions of the Cabal are final...
