Crazy question about Natl' Forests/Wilderness areas that straddle 2 states

Specifically, I'm wondering about the Selway-Bitterroot range area that's about 2/3rds in Idaho, and 1/3 in Montana. I'm going to move to one of these states in a few years (or Wyoming), and I'm trying to figure out, if I live in MT and have a lifetime license there, and go into Bitterroot, am I allowed to wander over to the Idaho side in pursuit of elk, etc. (or vice-versa). Is one of these two states more lenient than the other about letting license holders from the other states wander onto their state without a license / tag from their state? I cannot find anything on this after doing some searches....

I doubt hunting across state lines without appropriate tags is legal. We can look at fishing licenses on Texoma lake as an example, either you have to have both OK and TX state fishing license (or exemption) or the Lake Texoma license to fish both sides of the lake.
