I accidentally heard part of this last night: turned on the radio and wondered what this strange broadcast was.

Each one had 17 seconds to make a strong partial statement before they were interrupted and the next 17 second speel began. Essentially they all shouted about how they agreed with each other but they were better than the others. Strange broadcast.

"I am more earnest than you!"....."I am more experienced"....."I will throw more money at the problem than anyone else here tonight!"
