We had a lock similar to that on our crypto building in the AF. Pretty sure it had a much funkier key though. This was in Turkey, in the 80's. I'm sure they would have something a little more high tech now. Hell, they were just removing an old wooden switchboard when I was there that had an eagle atop a swastika painted on it.
