Mortar mixture was wrong..... If the mixture is too out of proportion it will erode like that just do to rain. Run your finger or a stick lightly over it , it will probably turn to sand /powder.It could also be that there were no brick ties put in to stabilize it and the brick my have some amount of movement from high winds which is breaking up the mortar.Dealing with that issue at one of our properties .
