This is someone you felt threatened enough by that you felt the need to use deadly force against them. Why would you approach them to cuff them? Or why would you think they'd cuff themselves? At that point you'd be shooting an unarmed person who doesn't pose a threat to you (because if they were armed and posed a threat they'd have a hole or two in them).</p><p></p><p>Personally, I can think of only the most remotely possible scenario where I would hold someone at gunpoint. The vast majority of scenarios would result in either someone getting shot or someone walking away with the gun remaining in the holster.</p></blockquote><p></p>
