As I got the story, these are fairly recent plastic european shot shells. They don't want the plastic left in the fields from the wads and have kept the shotshells like the old days of felt wads and no cups. I'm guessing you're probably also required to pick up your hulls which any responsible shotgun shooter will do anyway. I haven't tried them yet in the Sweet 16, so can't give any reliability results.
