Need help from the old timers. Pattison dies

I have aquired a set of pattison dies from a friend an was wondering if anyone could give me an idea as to how they work. I've got an idea on how they kind of work but still not 100%

I think the two piece set is something like a lee hand loader. Is sizes an looks like it would seat a bullet. The other set that would deprime doesn't have anything that would resize the shell

Kind of looks like a hybrid of the two types.

Are these bullet making dies? That is what part of them looks like for sure.
