Need help on my 10 22 takedown. Please advise

Below are two pictures. I noticed yesterday, I had a couple of stove pipes that I blamed on the ammo and the federal ammo.
I broke it down and was looking in the receiver and found this spot. It's rough and I think I need to address it. Its at the top of the pictures center. You can see the shiny wear and its barbed and rough.
Wanted input before I take a dremel to it to smooth it out.
Opinions PLEASE!
I've seen YT vids on things like this but not exactly this.

I've noticed the "newer" 10/22s can use a good "polish" on the inside of the receivers...I've done it to each of mine.

Yes. Should I dremel that smooth. It's burred and rough. I need your suggestion on how much to take off. I'll screw this up on my own.
