Hell he may be judgement proof and broke on paper for all we know. But obviously talking to him and the city has proven pointless and you can’t make him do anything, so this is the next step in my mind. I wouldn’t even mess with a lawyer writing a spooky letter as this dude would probably just round file it anyway.</blockquote>
