Flashlight technology has come so far in the last ten years or so, that there's no excuse not to carry one. For as little as 10 bucks, a person can always have a torch on their person that is so small (smaller than a tube of chapstick) that you can drop it down into your pocket or attach it to your keys and always have it with you. The two brands I use (and love) are Olight and Skilhunt. Both take a single AAA battery. Both offer a single output of 100 lumens, which is plenty of light to illuminate your personal space and a short distance around you. And both are simple, dipshit proof operation. Simply twist the bezel to turn on and again to turn off. As a cop who works night shift (2300-0700) a flashlight is probably the tool that I use most. I'm always checking buildings, traffic stops, yaddida, yaddida, yaddida. It is such a viable tool, I usually carry three. Why? Because batteries will die on you unexpectedly. Instead of a two-stage light (high/low) I like my high to be only high and my low to be only low. Nothing worse than having to cycle through modes when you need a burst of bright light, RIGHT F*CKING NOW! So when I need a lot, I grab one light. When I need a little, I grab the other. And I have the third to get me back to a safe place if both my lights take a sh*t on me.
