You can't get too much more conservative than Clarence Thomas: Justice Thomas has said qualified immunity has no historical basis and was invented by judges. In 2017, Justice Thomas wrote about his “growing concern with our qualified immunity jurisprudence.” Not all jurisdictions have qualified immunity, where they don't have it police officers are more measured in their responses. I don't want officers to be sitting ducks and pin cushions for any and every malcontent to vent on, but for one thing hiring standards, especially in smaller communities should be much more stringent, including psychological testing. I had a nephew that desperately wanted to get on the local police department (large city) but he failed the psychological exam twice and wasn't allowed to apply a 3rd time. He was TOO GUNG HO, he couldn't wait to kick ass and take names. I'm sure any honest, experienced officer has met the type. In small towns and Sheriffs departments people sometime get hired for several other reasons other than being qualified. Training, pay, and standards all need to be at a higher level for most agencies. I live in a small town of 3000 people, we've had one officer fired and prosecuted for sexual assault, another for rape. Often these officers (and teachers and preachers) do that and end up down the road getting back into their field. We need a registry...one that's enforced.
