Boren is the first governor that I particularly remember, and Walters is, far and away, the worst that I remember. Fallin might be second, but it's still not even close.

How about Hall? Convicted and sentenced to prison. But yeah, Walters and Henry are right up there too!
Of the four, Walters, Hall, "Golly Gee" Henry and Fallin, I would also have to go with Walters as the top "Slime Ball". gubernor.
Hall owned Rocket Freight lines. I drove a semi for them right after getting out of active duty with the Army. I think he had to transfer ownership to a relative to take office.
Got stopped in a random truck check once on I35 while he was in office. I was 4000lbs over max weight, and had some trailer lights that didn't work.
Trooper was going to write a book of tickets, and when he looked up at the trailer, saw the name, I got a pass. Amazing how much influence the Gov has.
I think that the only reason that Walters dodge a "legal bullet" was because his son committed suicide.
