Those points are taken directly from all 5 Commissioners' opinions as posted at the link that I sent. According to the Commissioners' official opinions, rate regulation is in the order.

Of course, the Commissioners' opinions are "biased political propaganda".

That's not rate setting.

That's quoting Ajit Pai, the verizon lawyer that was nominated to the board.
Ajit Pai equates outlawing paid prioritization to rate setting which it is not.

Are you just taking Ajit Pai's word for everything?
You might as well ask verizon.

But even the agency’s suggestion that it today “cannot . . . envision” ex ante rate

regulations
“in this context” says nothing of what a future Commission—perhaps this very

Commission—could envision.

Why shouldn't I have to pay more for faster or preferred service?
The strong suspicion is that they won't install faster lanes, they will slow all the other lanes down and call the lane they didn't slow down the fast lane.

Netflix agreed to pay more to comcast and magically their speed started to increase again right afterwards.
Netflix and a lot of other people think that comcast deliberately throttled netflix traffic in order to extract payment from netflix.

It's kind of like the mafioso that says "hey, that's a nice movie business you have there. It would be a shame if anything happened to it".
