The second presidential library is here, in my hometown of Independence, MO. And it employed 11 people when it opened. Adjusting for inflation that would be $15,000,000 today. But it was still all privately funded. Obama's library is estimated to cost $500,000,000...before cost over runs. The convoluted double-speak I've come across on the funding of Obama's is almost impossible to figure out. I have read where they expect the state of Illinois to kick in $100,000,000. The one thing that is clear, taxpayers foot the bill to run the place after it's built. Even though Obama has obtained permission to break away from the National Archives running the place so he can put even more spin to his propaganda palace. Oh, and it will all be electronic documents. No storage of real documents will be on the grounds. Then, what's the point? We all have internet access. Why even have a "library"?
