I know if an ad says stripped lower/upper you have to add parts.

But if it says complete upper or complete lower does that mean I can buy a complete upper/lower and just add it to the other without and extra parts being needed?

For instance I would like to buy a "complete" lower one brand and add a "complete" .22 uppper of an other brand.

If you are talking ARs, uppers and lowers can USUALLY be interchanged. A bolt, bolt carrier and charging handle are normally required extras.

If you buy a truly "complete" upper than Yes, all you need is a complete lower (and a mag of course) and then you've got a functional rifle. But I say truly complete upper because many times what's advertised as a complete upper, excludes the bolt carrier group and the charging handle. So keep an eye out for that when reading. Charging handle is cheap($25) and readily available but your BCG will be another $100 to $200 and might require some shopping around.
