We have to deal with this at work fairly often. The old school of thought was, "Well, if you'd just quit going to those porn sites" but we have people getting the fake AV crap from something as simple as Googling a topic. We use a combination of things. Generally, I'll hit it with SuperAntiSpyware and follow up with another scanner like Spybot or Malwarebytes. MS's Security Essentials will often take out the crud too. ComboFix is used sometimes too for some of the nastier stuff. Often times, the scanner will remove the offending garbage-ware but will damage the user's profile and hide items in the Start menu. Sometimes that gets a little dicey to repair but if you get it removed, go to Control Panel, Start Menu and Taskbar, and you can choose Restore Defaults there. That was from memory since I'm not on a Windows PC at the moment so I may have left a step out. Said it many times, I get paid to keep Windows machines running at work but I'm all Mac at home. Also make sure that once you remove the crud, that IE is not trying to direct you to a proxy server. Check IE properties, Connection, LAN settings.
