It is always a good time to do that - we should never get lax. I am a current Federal civilian employee (GS) and a retired USAF officer - so I am not a disinterested third party, however I am US citizen first. I don't see any reason why I should be paid for the 4 days I was furloughed this month. I would like to be paid for the labor I am supplying right now rather than getting an IOU but IF a delay will force a trimming of government then I would be content to wait a little longer - I just don't think that will happen. The main problem is not that individual offices are wasting resources or padding payrolls - generally that is not happening. In fact, it has been very hard to justify and hire permanent employees for a couple of years now. The real issue is that the overall Federal government has assumed, improperly in my opinion, and unwisely as well, too many tasks - each of which generates sub-tasks and regulatory requirements, etc. requiring some kind of government mechanism to enact/enforce/distribute/monitor. This bureaucracy grows for a reason - want to shrink the monster? Stop feeding it.
