One is for free states, the other (higher) tier is for communist states like CA. Take whatever the compliance BS costs them and double it. Half to pay for remaining "in compliance" and the other half gets funneled to the defeat of anti-gun laws and candidates. Along with that, void all .gov contracts in those states and refuse to sell to them. If every gun company in America would do this, things would change pretty damn quick.
