A friend of mine is interested in making a short barreled shotgun. What company can I direct him to? He doesn't have the shotgun and is full of questions.

He can have someone cut down the shotgun but someone needs to talk him through the paperwork. I do not know enough about it to help him and I don't really want to give him second hand info. I thought there might be a company that does this kind of stuff that he could go to and find out everything he needs to do.

Most class III dealers are willing to help out with the paperwork.
