Now here we are, 4 months into the fiscal year, approaching the time when work on the FY19 appropriations should be getting ready to start, still bitching and fighting over FY18.</p><p></p><p>A key part of being a leader is taking responsibility when things don't go well, not pointing fingers.</p></blockquote><p></p>
