Jail is for people that are a threat to society, not as a deterrent for every petty crime out there.  Fine the hell out of them, make them pay financially for that they have done, which takes the burden off of Joe Taxpayer and puts it on Joe Dumbasspoacher.</p></blockquote><p></p>
