I knew Sid Porter when he was just a "lowly" patrolman and I know for a fact that MWCPD has better training than that. Maybe this got handed down by Chief Clabes or the Mayor, I don't know. Someone with a gun on their hip in a proper holster going in to the Pizza Inn over there by police headquarters, sitting down and ordering a meal is MORE THAN LIKELY not committing a crime. So if 4 cops come in at different intervals to eat lunch see it and ask him over and over for his permit, it's going to get a little annoying, if not on the verge of harassment. If, however the same guy is hanging out BEHIND the Pizza Inn looking around like he's casing the joint or something would warrant suspicious behavior. It's subtle things like body language, verbal cues, "shifty eyes", etc. that can tip off a cop to a crime being committed, NOT "fishing" around by checking everybody you see that's open carrying on the off chance you'll catch somebody that's not supposed to be. This is bad policy. Why not use a little common sense to catch criminals and keep people safe instead of pissing off those exercising their rights?
