My brother is flying in to visit me next month and decided not to bring his new rifle which he has never fired. Where he lives there are few places to fire rifles other than 22's. He usually drives here and brings them in the car. The idea of taking a rifle on a plane sounds like too big a hassle to him.

Is there a way he can ship the rifle to HIMSELF at our brothers motel business where he will be staying without using an FFL?

yes , i have shipped my rifle to myself for a hunting trip in wyoming via ups

from atf website:
May a nonlicensee ship firearms interstate for his or her use in hunting or other lawful activity?
Yes. A person may ship a firearm to himself or herself in care of another person in the State where he or she intends to hunt or engage in any other lawful activity. The package should be addressed to the owner. Persons other than the owner should not open the package and take possession of the firearm
