Check out this thread on sksboards, and try the "paper clip fix". If this works for you, then you can be confident that the valve is the problem. I would suggest investigating the "ball bearing fix" or buying a new gas valve from Murray's Gunsmithing or CNC Warrior.

Just to be sure... the on position for the valve is the 2 O'clock, and off is 12 O'clock.

Yes I have done all this

Have you:

Verified the gas port is open between the gas block and the barrel?
Verified that the hole in the gas valve is open and clean?
Verified that you have a piston extension rod and spring (behind the handguard latch)?

Also check to see if the piston rod in the upper hand guard is not warped. I have had one of those before. It should move freely. If there is any binding it will cause it to not cycle
