Got to thinking it may not be a USPS matter, but a local Sheriffs matter. Sheriff might help in Identifying the person. You can also do a person lookup on the internet, Almost everyone's name will show a town residence, a landline phone # and next of kin even on some search sites, age ect. I used to use reverse phone number lookups, to find people, while doing some Landman work, when trying to find Mineral owners at the Courthouse. I never failed in finding a person, on a Land Deed, or an heir, or if they were deceased or not. I sometimes thought about becoming a PI, just like Magnum. We have many similarities. When you think you found a right person, send them a registered piece of mail, that requires a signature. If they sign it is sometimes possible to know if you found the right person. Try a search on yourself or someone you know for practice.
