Texas Girl Was Taken Away From Parents Because They Smoked Pot, Killed in Foster Care

Then why isn't it a crime to put kids into other dangers like placement with criminal foster parent or a dangerous foster home like the one where a person had already been found to neglect kids?</p></blockquote><p></p>
