CA CCW licenses are granted based on the individual having "good cause." In general, it is up to the county sheriff to decide what constitutes good cause. Depending on the sheriff, that can mean anything from "applicant is a famous celebrity" (LA County), "applicant routinely carries around large wads of cash or valuables" (most urban counties), to "applicant wishes to carry for defense of self and others" (most rural and some inland urban counties). From what I understand, the San Bernardino County Sheriff is in the latter group, which is very close to "shall issue," at least it would be if you didn't have to wait 18 months. It has been a while, but I think the SB sheriff is one of the good guys, so hopefully they'll reallocate some resources and burn down their backlog. So if you live in the right county it's actually not that hard to get a carry permit. Unless the sheriff puts specific limitations on them, they are good state-wide and (I think) are valid for three years. Unfortunately you'd still have to deal with all the other asinine state laws, so even with a CCW the place is still gun owner hell. When I lived there our sheriff (Orange County Sheriff Carona) apparently used the "applicant gave lots of bux to my re-election campaign" as his main criteria, but apparently that didn't go over too well once the policy was brought to light. He got to spend some quality time in Club Fed over that one.
