These things as they grow can crack your foundation and the roots can get in your sewer and clog them up. Get rid of it or in the years to come you'll have some massive bills.

I'm not aware of any restrictions on cutting them down. I've whittled away a many of them. If you're really concerned, call the OSU Extension Center. I would jerk that sucker out of there in a heartbeat!

Hook your 4 wheel drive truck to it and pull it out roots and all before it get any bigger.
If I can get my truck close enough without tearing up the yard, that’s how I do it. Make sure your tires are on concrete or asphalt. The last one I pulled in our trailer lot at work took some pretty good yanks with a 1 ton truck. It was about the size of yours.
