That's an idea. But would it increase the chance of ricochet?
If you attach the angle iron on the back of the steel, and the chain on the back side of the angle iron, the whole assembly should hang slightly tilted forward. If nothing else, you could attach the chain with a longer bolt to the angle iron and give it more tilt.

Or... ya might hang the steel on a 1x6/2x6 or 1x4/2x4 board instead.
