The touring bikes are great scoots, but they do have a time and a place. No one will disagree the Harley can't catch up with a Busa, but then again, I'd like to see an OHP keep up with a skilled Busa rider.. That really isn't the issue anyway.. I'd bet the state put out a bid request and some BMW dealer undercut the Harley dealer... The state is a lowest bidder wins agreement.  Or the best under the table deal..</p></blockquote><p></p>
