When I first started reloading in 1980 or so, money was tight and all I had was a .410 and a 30.06.
With the addition of a beam scale, RCBS special press, along with an RCBS die this is what I used for years to load 30-06.

Used the Lee shell holders in a pair of drills to polish with 4/0 steel wool and cut to length with the Lee cutter. Seat primers as well as deburr the case mouth inside and out with another tool in the pic and clean the primer pockets with another tool.
Basic tools anyone on a budget can use to reload rounds. It just takes some time.
