It's out because everybody knows it's in short supply, therefore they buy more every time they see a box or two in stock. Ergo, shelf is usually empty. I think it took almost a year after the 2008 election to fill the shelves with bulk pack 22LR. People have gotten spoiled by stores full of goods. The just-in-time stocking behind the scenes is somewhat brittle. Once an ice storm is forecast the frozen pizza and bottled water disappear. A gun ban looms and the ammo and guns disappear. The time to buy your frozen pizza (and guns and ammo) is when the weather, political and otherwise, is sunny. Do yourself a favor. 22LR ammo is not going to be banned. Period. When this temporary cloud passes, go and buy yourself (at reasonable prices) a year's supply of 22 ammo. It's cheap compared to any other ammo, this shouldn't be too much of a burden. Now, so long as the skies are sunny, buy a box or two for every box you shoot. When the next election cycle comes, or an ammo factory blows up, or a gun ban is proposed, you can merrily ignore all the thrashing about for ammo and go on about your shooting. When prices are back to "normal" replenish your stock. The way ammo prices have been trending, you will probably save money doing this too!
